Another UN employee, Simon Plaistow has been sentenced for the embezzlement but has been granted a retrial. Since Diana is believed to have died in a terrorist attack on the UN office in Morristown, news media are staying outside the house of Dave and Lily Palmer. To free herself of the accusations, Diana Palmer-Walker makes her first public appearance at the court in New York. General Bababu contacts the Phantom to offer him conclusive evidence that Diana is innocent, in exchange for help to escape from prison.
