Plot synopsis
In the presidential election campaign, incumbent president Luaga is challenged by businessman Kigali Lubanga. Luaga's staff advises him to fight a dirty campaign but the president is hesitant. Lubanga on the other sida appear to always be one step ahead in the campaign. The Phantom is investigating small-time criminal Eddie Honda who is involved in smuggling.
