Plot Summary

The Touganda tribe live by the sea and dive to the bottom of the ocean for black pearls that they sacrifice to their fish god Touroo. The Phantom advice them to borrow some pearls from the god to invest in new fishing boats. Two scammers with a fish god costume visit the Touganda to relieve them of their black pearls.
