Sir Gerald Flood is a Team Fantomen creation. His second cousin Mary Stillwell married the 17th Phantom and their son, the 18th Phantom, was thus his second cousin once removed.
Fictional Character Biography
He was the chief of Scotland Yard in 1887 and still held that position as of 1893.
One of his most trusted colleagues was Tomkins.
By 1917 he was retired. His grandson James Flood was in the secret service. The Angel of Retribution
