Plot synopsis
Minerva Brooks is on a ship off the coast of Spyglass, where an expedition is searching for a sunken ship, "Dauntless", that once belonged to the pirate Scaramanga. After a storm, the captain and the archaelogists are shipwrecked near Spyglass.
The Phantom receives news that Minerva Brooks is missing and travels to Spyglass to help. The local chief of police, Herbst, tries to convince him that there is no hope for survivors but the Phantom is not so sure. Herbst strongly advises him not to snoop around. The Phantom visits the local bar and speaks with fishermen, without getting any further clues. Leaving the bar, he is attacked by people with baseball bats but can chase them off.
Returning to his hotel, the owner offers him the local newspaper which has a photo of captain Emilio who disappeared with the archeologists. The Phantom recognizes Emilio as one of the fisherman he met earlier in the bar and goes to his house. Emilio is too frightened to explain to him how he survived the shipwreck. The Phantom is knocked down and when he wakes up captain Emilio is dead in a pool of blood and the local police is arresting him for murder.
The Phantom escapes by jumping through the window. Running through the streets, one of the police officers helps him, explaining that the chief of police and her brother Matteus Herbst run the city as they please. There is also a big secret concerning the island off the coast. The Phantom borrows a motorboat and goes to the island, where he discovers one of the missing archeologists, Tom Welles, who tell him that he has escaped from his captors and that the quarry on the island is used to keep children locked up in a camp.
The Phantom and Tom are captured by Matteus Herbst. Herbst tells them that they will be killed and that the island is used for trafficking of children, something that Herbst has discovered is much more profitable that canning fish. When a thunder storm breaks out, The Phantom can use the rain and lightning strikes to his advantage in a final showdown with Matteus Herbst and his sister the chief of police.
