Plot synopsis
Pinkerton Agent Amanda Bee is hiding in the docks, afraid to go back to her hotel. Paddy Mahoon's men still find her the next day and keep her locked up outside the city in congressman Scott's garden shed. The Phantom is looking for her her, but is unable to find her. The bokor, the voodoo witch doctor, has turned a dock worker into a zombie. The voodoo queen Marie Laveau receives a note with a drawing of a snake. The drawing becomes a real snake but her servant Claude shoots it with a gun. Laveau puts herself into a trance and discovers that she has a bokor as a powerful enemy. She sends a note to the Phantom to meet with him. She has received word that a group of influential men have hired a bokor to perform a task for them, including creating a zombie. The Phantom tells her that this group is conspiring to have the South secede from the union and that the Pinkerton Agency is monitoring them.
Agent Bee manages to escape from her captors. The same night the Phantom and Marie Laveau visit a cemetery where they discover a freshly dug grave. They find a recently buried coffin containing not a man but a dead dog. The dog comes alive and attacks them. When the Phantom shoots the dog dead, the bokor himself appears and, using an exploding device, makes the Phantom and Laveau hallucinate that they see the undead wanting to drag them down into the ground. The ghastly sight disappears when Laveau tells the Phantom to close his eyes. The bokor disappears and the Phantom tells her that he intends to stop the conspirators before hundreds of thousands of people die.
