Panel from
"Devil's Story"
The cover was inspired by a panel from "Devil's Story", drawn by Georges Bess, where The 21st Phantom and the black horse Thunder are surrounded by wolves and keep them at a distance with fire. The cover art is however drawn to make it look like Hero.
