Plot synopsis
The Citadel is a hightech maximum security prison in Bengali that has been open for only four weeks. When a Chinese delegation arrives for a visit, the Phantom comes along as a police representative. Also along is Kim Soon, an interpretor who has her own demons to fight after her own mother was killed by a notorious killer who is now serving his sentence in the prison.
