Plot summary

The 18th Phantom has barely survived a bomb attack on Euston Station, an attack that killed a young woman and her daughter that The Phantom had met on the train. Holding the dead girl's rag doll, he vows to find who is responsible for the attack. Various clues leads to a Scottish nationalist group, "Skean Dhu", lead by Colonel Wolfe.

The Phantom travels to Scotland since he has a hunch that the nationalists may be hiding at Chirnlock Castle. Arriving at Chirnlock village he learns that the villagers are frightened of the castle since they believe it is haunted by the ghost of Black Annis. Pretending to be a amateur biologist, the villagers advise him to stay away from the haunted castle ruins. The nationalists are indeed hiding in the ruins, with Colonel Wolfe's daughter dressing up as the ghost to scare off passers by. They catch The Phantom and intend to bury him alive at the castle cemeterey, but The Phantom manages to use internal differences of opinion within the group to defeat them.

Queen Victoria gives an audience to Tomkins of the Scotland Yard. The Phantom does not attend since he is visiting the grave of the young woman and her daughter who died in the explosion.
