Thomas Cutbush was a medical student suffering delusions and committed to Lambeth Infirmary in London in 1891. He is one of the people suspected to have been the late 19th century London serial killer Jack the Ripper.

Thomas Cutbush was a serial killer based in London during the times of the 18th Phantom. His father was Dr. Cutbush and his uncle Lawrence Cutbush was the Police Commissioner, London in 1891.
