==Plot synopsis==
Some of the conspirators have been arrested by Pinkerton agents but the others escapes into the river delta where an elderly gentleman, the self-styled King of Louisiana, has a large house. Wheels have been set in motion to recruit a military corps of volunteers to conquer the Spanish colony of Cuba, making it a slave state of the United States. The Phantom follows them into the delta but is caught by the conspirators who intend to feed him to the alligators.
