Hm... this is a tricky one... the matter is touched upon in some stories (of which I can't recall any at the moment), and I think they are regarded something in between independent countries and identities under the Bangallan government. I guess it varies depending on the story, buy it shouldn't be too hard finding evidence one way or another... 21:03, 20 February 2008 (CET)
