All existing buildings will be torn down and the population moved elsewhere. Project leader Amor Kah promise that no legal restrictions will be placed on companies located in the area.

Plot summary

The Phantom, dressed in a hat and trenchcoat, is in a rundown area of Morristown, Bengete, searching for the Gandor cult leader Hat' Onga. Hat' Onga has in fact been kicked out of the cult and sleeps in a hovel in Bengete, having been replaced by a strange man with severe burns to his face.

A group of international investors meet Bengali president Singh at Singh Corporation headquarters to listen to the president revealing her plans to create a high tech industrial center, located in Bengete. All existing buildings will be torn down and the population moved elsewhere. Project leader Amor Kah promises that no legal restrictions will be placed on companies located in the area.

As he speaks with the Phantom he spontaneously bursts into flames and die. The Phantom speaks with the forensic investigator Guinevere Brandon in a parking lot. As the Morristown police makes a raid on the Gandor sect's building, the Phantom pursues their mysterious leader and discovers that his burned face is only a rubber mask. The leader is really project leader Amor Kah. The Phantom is knocked down by Belim. Amor Kah tells Belim that the Phantom must be killed but Belim replies that president Singh has forbidden that any harm comes to him.

The next night the Phantom breaks into the Singh Corporation headquarters. President Singh and her men are expecting him. He is captured and president Singh is happy to let him know that for the next step, explosive devices have been placed in the sewer below Bengete to make sure that the poor township goes down in flames. All blame will be placed on the Gandor sect. She gives him a farewell kiss, then her men take the Phantom up on the roof to make sure that he has a tragic falling accident.

In the end the Phantom manages to stop Amor Kah, Belim and the Singh pirates from setting off the explosion. The next day the Bengali Bugle reports that the police has stopped a group of terrorists.
