Plot Summary
Dave Palmer notices a bar in his neighbourhood which is selling alcohol after hours and to minors. He speaks to the owner, but he is threatened with rough treatment. With the aid of his police associates, he forces the bar to close. The same bar is reopened across the street, which is also closed down with more pressure from Dave. Suddenly Dave Palmer disappears, and the Phantom is informed. He travels to America where he investigates. After discovering "The Mob", he fights with some of the strongmen from the gang before being led to gang bookkeeper Rudy. With no leads from Rudy, he waits for the mob to come after him. He knocks out multiple crooks who try to follow him, and is led to a location where he learns that The Mob is lead by "Top". Top tells his crooks to meet at a certain location. After visiting this location, The Phantom finds Dave Palmer and unravels the identity of "Top"; as the meek bookkeeper Rudy. Rudy is led away by police.
