Plot synopsis
The Jungle Patrol has installed a highly advanced computer that can analyze and predict the actions of criminal organizations. The first report is that Hydra has resumed its activities in British Columbia, Canada (the specific details of the report is not revealed). The Phantom travels to Canada where the mounted police officer Farron is attached to help the Phantom. The Phantom travels to a small town, Consort Creek to search for clues in the mountains surrounding the town. Farron and Don Culver, a journalist, meet him there. The Phantom believes that a train wreck the previous winter was a sabotage.
The trio travel to the Northwest Territories where the Phantom believes that a recent plane wreck was also caused by sabotage and that one of the passengers was taken hostage. The Phantom and Don Culver continue to Cariboo Falls where the Phantom believes that Hydra deliberately destroyed a dam, causing a flood wave that destroyed the town Cariboo Falls. The Phantom and Culver are taken hostage by Hydra. Also hostage is Windsor, scientist at a nuclear power plant outside Vancouver that Hydra plans to occupy for a ransom. The local Hydra leader Tan-Pai explains that Hydra will have its revenge on the Phantom.
As the Hydra attacks the nuclear power plant, the Phantom manages to get out of confinement and fight the Hydra gang members at the power plant. The Hydra leader Tai-Pan is punched in the face with the skull ring. It is revealed that Tai-Pan is really Farron himself. As the Canadian Mounted Police takes control of the plant, the Phantom quietly disappears from the place.
