Plot synopsis
The 21st Phantom is on the hunt for a gang of smugglers. He travels to the docks where he questions and old, washed up ship captain who had been bringing in smuggled cargo. The Phantom learns that a man by the name of "Magnus" is behind the operation. The Phantom confronts Magnus and learns that the front of the operation is a circus that is in town.
Meanwhile, Claude and Elaine Weeber, who have stayed together since their adventures in The Misty Mountains, have joined Circus Bonodi. Despite the circus having hardly any customers, it continues to run. This makes Elaine suspicious and after some investigation, she discovers that the circus is smuggling trucks, animals and other goods across international boarders. However, her discovery is found out by the Circus's ringmaster who orders his men to kill Elaine. However, The Phantom arrives in the nick of time, donning Claude's gorilla costume as disguise and stopping both the planned killings and the smuggling ring.
