Plot summary
In the 1880s, ships sailing to and from Bengali are constantly attacked by pirates, including by the pirate Scarface Logan. In the British parliament, former Bengali governor Lionel Fernwhistle accuses the current Bengali governor Hawkwood of corruption, mismanagement and of doing nothing to stop the pirate attacks. When Fernwhistle is murdered, his son Richard Fernwhistle travels to Bengali as member of a commission to invstigate governor Hawkwood.
