Plot summary

One year after the events of The Ghost Pirates, Kit, the future 13th Phantom, is staying with his grandfather Lord Charles Trelawney at Pendragon House. When he is out walking one evening he sees the notorious highwayman The Scarecrow on a horse, although he was hanged the year before. Also arriving in Portcullen is the barrister Endeavour Peerybingles who takes Lord Trelawney to court on the charge of being The Scarecrow.
