Plot summary

Dr. Axel is called to Labourtown where there is a mysterious outbreak of a disease. Dr. Axel's suspects it to be plague and with the help of Phantom quarantines the entire city.However a small boy wants to break quarantine and go to Morristown. When phantom prevents him from doing so, the boy traps Phantom in a deserted abattoir and escapes. Phantom manages to escape. He picks up the trail that takes him to the Morristown waterfront. It turns out that the boys has gone to his father. The father is a suspect in a diamond theft case and is absconding. Phantom has double job. Solve the diamond theft mystery and also to prevent a possible spread of plague epidemic from the infected boy.
