Arild Wærness and Mike Collins have previously worked together on comic book stories featuring the character Varg Veum, a detective novel protagonist created by writer Gunnar Staalesen. The character Gunnar Wulff in this Phantom story was based on Varg Veum and named after Staalesen. When the story was published in Norway, the name Varg Veum was used making this an official crossover between the two heroes. The name "Varg" means "wolf" which made it possible to keep a pun which in the Irish version was based on the name "Wulff".
The plot was originally intended for the fifth Varg Veum Christmas Album, but the series was cancelled. When Mike Collins was contacted by Lightning Strike Comics about doing the Phantom, Mike contacted Arild and suggested that the unused Varg Veum plot would be reworked into a Phantom story.
