Jim Shepherd, born 1933, was the longtime editor of Frew's The Phantom comic book. In 1987 he began as a consultant for Frew, the following year he became involved full-time, and since 1995 he was the sole owner of Frew Publications.
In addition to being editor, Shepherd has also written four Phantom stories, as well as three major reference works included with The Phantom as supplements: "Tribute to Lee Falk", about the life and work of the creator of The Phantom, "The First 50 Years of The Phantom", an index of Frew's Phantom publication, and "The Phantom Encyclopedia", aiming to be the definitive reference to Lee Falk's Phantom stories.
Shepherd has also been credited as cover artist for The Phantom, however these covers are mainly photocopied and retouched versions of the interior artwork. Shepherd initially signed these covers JS.
