Plot synopsis

Two men are escaping from Rodia, canoeing down the Abewo River that flows from Rodia to Bengali. The Phantom witness how first a Rodian helicopter and then Rodian troops cross the border in pursuit of the two men. One of the men is killed by fire from the helicopter but the Phantom helps the other man, Beyo Tuwame, escape with a backpack containing vials of smallpox from a Rodian research laboratory, where research is done to weaponize the smallpox virus and make it useful in a conflict.

The Bengali president Lamanda Luaga promises to make sure that the information about the smallpox research is made public in a press conference. Meanwhile the Rodian minister of defense calls in Rodia's best secret agent, the female agent Miss Mist, to retrieve the vials. Shortly before the press conference, Miss Mist manages to kidnap Dr Tuwame and steal the smallpox vials.
