Plot summary
Bengali President Lubanga has a meeting the Rodian Ambassador, who reminds the President that Rodia sponsored his election campaign and now wants kickbacks: technical equipment can not be imported legally to Rodia because of a UN embargo. President Lubanga rips up the agreement between Bengali and Rodia and orders the Ambassador to leave Bengali within 48 hours.
President Lubanga has found a folder of "Operation Hades" and wants to have former President Luaga interrogated about this operation. He orders two of his officers to go to the Llongo village to search for the Luaga. Two men who have escaped from Boomsby prison are shot by the officers and Luaga, in a beard, steps forward to help them. The officers arrest him and take him to the facility of Lubanga Electronics. The Phantom follows them, frees Luaga and brings him to Dr. Cartwright's clinic in Bengete, where he can hide. Luaga refuses to reveal to the Phantom what "Operation Hades" is.
