Plot summary

Sandal Singh, the leader of Singh Corporation is running in the Bengali presidential election. The race is very close between the tree main contenders Norton Mobele, William Tutu and Sandal Singh. As she gets into a limousine to visit the university a car bomb goes off, killing the driver but leaving Singh unharmed. Criminal detective Moses Umbata of the Morristown Police Department speaks with Sandal Singh who shows him threatening letters she has received.

A few days later a blonde woman is running through the jungle, calling out for The Phantom. Bandars take her to The Skull Cave and when The Phantom arrives the woman is waiting for him inside the cave. It is Sandal Singh in a blonde wig who has come to ask for his help. She believes that her enemies paid bail to have Singh leader Fu Wang released from custody. Fu Wang hates her and will try to stop her attempt to turn the Singh Brotherhood into a corporation who only conduct legal business. The Phantom promises to have a look at what Fu Wang is doing.

The Phantom goes to Morristown to try to find the barrister Phineas Fogg who paid bail for Fu Wang. His secretary tells him that he is away until further notice. Breaking into the office at night, the Phantom learns that he has a summer house at the coast. As he arrives there, shots are heard and the Phantom finds Fogg and his secretary murdered. He also sees Fu Wang leaving in a car. In the summer house he discovers a drawing of Enfield Theater where Sandal Singh will spend the election night waiting for the final results.

Meanwhile in Morristown another attempt is made on Sandal Singh's life, leaving her political advisors killed by lethal gas.

On election night the murderer enters the theater in a catering truck. The Phantom is there but a carefully laid trap makes the police believe that the Phantom is the murderer. As Sandal Singh welcomes her supporters to the theater the murderer fires a gun at her. Sandal Singh runs off the stage followed by the murderer. When she and the murderer are wrestling in a kitchen behind the stage she is saved by the Phantom.

The Phantom saves her life but tell her that it is clear that it was Sandal Singh herself who paid bail for Fu Wang, who killed the barrister and who planned the attempts on her own life in order to get the sympathy vote in the election. The only flaw was that there really was a murderer who wanted to kill her. Sandal Singh does not deny this and helps the Phantom to hide from the police in the kitchen.

Sandal Singh wins the presidential election. She tells the television audience that there will be winds of change for Bengali. The Phantom believes that dark days are ahead.
