Plot summary

Diana Palmer-Walker travels to Rodia as United Nations ambassador to monitor the status of human rights. Arriving at a secret meeting with a member of the Rodian Liberation Army, she is arrested for murder and taken to the headquarters of the Rodian Secret Service. The authorities announce that she has been kidnapped by the RLA, while at the same time brainwashing her into following their orders.

At the UN office in Morristown, a RLA representative tells the Phantom that Diana has been arrested by the Rodian secret service. The Phantom contacts Sarah Cartwright, previously an agent for the Rodian secret service, who arranges for them to travel into Rodia. From the sewers the Phantom and Sarah Cartwright sneak into the Marcusburg headquarters of the secret police.

Meanwhile, Diana is unexpectedly released by the secret police. Before letting her go officer Van Basten gives her a camera that is also a bomb and has a tracking device inside. After leaving the headquarters she is picked up by two men from the RLA. Outside Marcusburg she meets with the leaders of the RLA. Before she can push the shutter of the camera bomb, she is stopped by the Phantom.

With the tracking device in the camera bomb, she has been monitored by the secret police who attack the RLA camp with helicopters. The RLA fires back and in the confusion the Phantom can leave in a helicopter with Diana and Sarah Cartwright. Their helicopter crashes on the Bengali side of the border. The Phantom believes that it is not the last time they will meet Colonel Van Basten.
