Plot summary

The Phantom is taking a cruise with Devil. He remains inside cabin 14 and hardly comes out. He attracts the interest of female passenger Bibi, who spreads the word about him throughout the ship. She, along with two other men on the ship are crooks, and they conduct a full-ship robbery of valuables while the passengers are at a ship ball. They do so successfully, and blame The Phantom as the robber, framing him with jewels left in his room. The crooks then throw the loot overboard in order for it to be picked up later by an accomplice boat. The Phantom sees this happen and dives into the ocean with devil after it. They stowaway on the accomplice boat and later catch Bibi and the thieves when they come to retrieve it. They are convicted and The Phantom’s name is cleared.
