Kit and Heloise ask their father about a hood in leather they discover in the Major Treasure Room. The Phantom tell them a story of the 12th Phantom.

In 1781 the Phantom is on his way in a couch to Portcullen, Cornwall, England. The couch hits a beggar woman who is walking down the road with her young daughter. The Phantom give her five shilling for food and lodgings. Arriving in Portcullen, the Phantom spend the night at an inn and the next day he meet his father-in-law Lord Charles Trelawney at Pendragon House.

A few days later he visit Portcullen and learn that the woman he helped a few days earlier has been executed by public hanging after having been arrested with five shilling assumed to have been stolen from solicitor Wagemaker. The Phantom feel guilty that his help lead to her death and decide to investigate.

He visits Wagemaker who tell him that the begging woman knocked on his door a few days earlier and asked for a penny for herself and her daughter. Wagemaker, who suffers from a heart problem, fainted and he believe that the begging woman entered his house and stole the five shilling. While speaking with the Phantom, Wagemaker is attended to by Doctor Phelps.

The same night the Phantom follow Wagemaker's nephew Thomas Wagemaker as he leave the office and spend the night playing cards at a pub. Hours later Thomas leave the pub and is attacked by thugs who send him a greeting from "The Hood". Speaking with the Phantom, Thomas claim that the thugs are unknown to him. The Phantom ask around at pubs about the thugs and learn from Doctor Phelps that The Hood is the mastermind behind most of the violent crimes, staying in an old building in the harbour. Entering the building the Phantom is captured by thugs. When he wakes up he is kept in a rowing boat off the coast wrapped in a net. After a scuffle and almost drowning the Phantom manage to get back ashore.

Hiding in a barn he witnesses how two of The Hood's men attack the begging woman's young daughter Jenny. The Phantom attack the men but the young woman run off before the Phantom can speak with her. The Phantom find out where The Hood is hiding through the help of Thomas Wagemaker. The Hood and his men is using an old abbey as headquarters. In the end it is revealed that The Hood is Doctor Phelps who stole money from solicitor Wagemaker, that he put the blame on the begging woman and that her daughter Jenny knew that Doctor Phelps was the criminal mastermind The Hood.

Doctor Phelps is hanged for his crimes and Jenny is employed at Pendragon House.
