Julie is the most known woman to have acted as the Phantom, and is often called The Female Phantom.

She married the missionary Paul Colbert and became Mrs. Julie Colbert. When her husband died of illness, she traveled to France and became a student of the great Louis Pasteur. She returned as a doctor, with intent to help the jungle tribes. She spent her last years at the Skull Cave and died during the time of the 19th Phantom, in the early 1900's. Julie

According to another Moonstone story, Julie lived in London where she had the title "Lady". Julie had a son, Daniel, who died in 1896 after trying to take the Phantom legacy from Julie's nephew by force. The Ghost Who Dies
It has not been clearly stated if Julie is the sister of the 17th or 18th Phantom, but since the 19th Phantom is active in 1933 according to Moonstone Five Days of the Dragon Chapter 4, it makes it more likely that Julie is the sister of the 17th Phantom.
