The Phantom 1084 (Frew) cover was drawn by Antonio Lemos.
The cover depicts a scene from the story "Hunted" where the Phantom is threatening to punch, and thereby give the Skull Mark to, Lamanda Luaga, the former president. However, even though Luaga is black, the cover features him as white.
